Please help! Why can't my boyfriend's dog control his bladder?

Take him to the vet. It sounds like he has a UTI or something else going on. Dogs don't like urinating in places where they "live" (i.e. near their bed or an area they frequent inside), so I don't think he's doing it on purpose to get you to let him outside.
