Why won't my Eevee evolve?

i'm playing Pok�mon Crystal (Old i Know) and i have a Level 44 Eevee that won't evolve, i don't want it to evolve with one of the stones, i want either and Umbreon or an Espeon, i've been getting it "hair cuts" given it a couple of rare candies, and the woman in Goldenrod City says "it looks sort of happy", i don't know what else i can do to make its happiness rise, but i don't want it to be an Eevee forever, plus i have no idea where to even get the stones if i had to resort to them... anyone know of any ways to raise its happiness or anything that would contribute to it's evolution
